Front page story in the NY Times here. The so-called "surge" was mainly about public relations and testosterone anyway. The Iraq Study Report, authored mostly by Bush Sr.'s Secretary of State, available here, said the Iraq situation was "grave and deteriorating" and advocated for disengagement and regional diplomacy. That just didn't sound "manly" enough to this testosterone-obsessed administration so they opted for "surge" instead--20,000 more troops, many poorly trained, others on their second and third tours. This was supposed to make a difference in a country of 25,000,000 people.
