Congressional Democrats appear to have decided that they are in such a good spot politically that they don't need to force their advantage. Even though the public is with them on tax cuts for the middle class and not plutocrats, they decided not to have a vote before the elections. They figured they had already won the argument.
Currently being offered as explanation: The blue dogs probably would have voted in favor of tax cuts for billionaires, which would have made the Democrats look fractured, which would have been the story in the media.
Hey, if the blue dogs want to vote for billionaires, that's their deal, and they can try to explain that to the voters. If the media want to paint the Democrats as "fractured," so be it. They'll probably do it anyway.
In short, they're not fighting because they're afraid of the media and the nasty Republicans, who, doncha know, will surely distort the issue and criticize them for something-or-other. Oh, the humanity!
