We're headed toward feudalism. In fact, we're already there, and have been for awhile. Feudalism is when the central government is weak and real power lies with the nobility.
Medieval feudalism was a system of obligations. Everyone owed his life to his liege lord. In the case of the nobility, they owed it to some other noble--in the case of the clergy, the pope; in the case of the peasants, their duke.
In feudalism, the duke, while free to do with you whatever he wanted, was still obligated to provide at least some benefits. You give the duke your life, and he gave you a little hut. The duke was obligated, however, to keep the other duke over the hill from burning it down.
In modern feudalism, the peasants don't even get that.
